Public Service and Administration Minister, Ms Noxolo Kiviet.

Public Service and Administration Minister, Ms Noxolo Kiviet approved the Determination and Directive on the implementation of knowledge and data management in the public service space.

In a circular to all Heads of national departments, provincial departments, and government components, DPSA Director-General, Ms Yoliswa Makhasi said the Determination and Directive takes effect on April 29, 2024.

According to Ms Makhasi, this is a legal instrument to give effect to the mainstreaming of knowledge management and data management in the public service, where departments must ensure that the provisions contained in the Determination and Directive are complied with.

The key aspects of the Determination and Directive seek to ensure the following:

  • Knowledge Management and Data Management governance implementation in the public service.
  • Formalise implementation knowledge processes.
  • Implementation of KM-enabling technology platforms.
  • Improved data quality: data accuracy, consistent with all requirements and business rules, and appropriate for usage.
  • Development and implementation of metadata standards.
  • Development and implementation of data security and privacy standards.

Ms Makhasi said the DPSA will soon embark on an outreach programme as an integral component of the Minister for Public Service and Administration (MPSA) initiatives.

She urged departments and government components to actively participate at those workshops as this will ensure widespread engagement and alignment with the Determination and Directive.

The DPSA according to DG Makhasi will monitor implementation progress 12 months after approval and publication to determine levels of implementation of the Determination and Directive

The Determination and Directive is informed by the Knowledge Management Maturity Assessment (KMMA) and Data Management Association: Data Management Body of Knowledge Framework (DAMA: DMBOK) which assesses and guides the implementation of knowledge management and data management practices.
