An online template has been developed to enable government departments to submit reports on the implementation of two Directives on compulsory capacity development and competency-based assessment for Members of the Senior Management Service (SMS) in the public service.
Public Service and Administration Director-General, Ms Yoliswa Makhasi recently issued a circular to all Heads of both national and provincial departments containing two Directives.
The first Directive is on compulsory capacity development, mandatory training days and minimum entry requirements for SMS, while the second Directive is on competency-based assessments for SMS in the public section.
According to Ms Makhasi, the two Directives require both national and provincial departments to report on the implementation of these Directives on an annual basis.
To adhere to the requirements of the Directives, the Director-General said: “Departments are requested to submit implementation reports to the Department of Public Service and Administration (DPSA).
The reason for requesting departments to provide 2021/22 data on, according to Ms Makhasi, is that the competency assessment results are valid for 18 months.
She further said in those 18 months, senior managers are expected to have addressed the identified development gap(s) through relevant capacity development interventions.
“Departments will not be able to access the reporting template for capturing after 31 July 2023, since this is the due date for submitting the reports,” said DG Makhasi.
