{"id":5625,"date":"2026-09-19T11:54:34","date_gmt":"2026-09-19T09:54:34","guid":{"rendered":"https:\/\/www.dpsa.gov.za\/thepublicservant\/?p=5625"},"modified":"2026-09-19T11:59:04","modified_gmt":"2026-09-19T09:59:04","slug":"kzn-provincial-govt-senior-managers-equipped-with-skills-to-shift-service-delivery-into-top-gear","status":"publish","type":"post","link":"https:\/\/www.dpsa.gov.za\/thepublicservant\/2026\/09\/19\/kzn-provincial-govt-senior-managers-equipped-with-skills-to-shift-service-delivery-into-top-gear\/","title":{"rendered":"KZN provincial govt senior managers equipped with skills to shift service delivery into top gear"},"content":{"rendered":"\n<p>The KwaZulu-Natal provincial government\u2019s critical process of transforming service delivery, written ideas into real-world administrative programme of action and best practices is expected to shift into top gear.<\/p>\n\n\n\n<p>This comes after a total of 127 senior and middle managers of the provincial government were equipped with skills to accelerate processes to implement policies and service delivery at maximum speed and efficiency at the recently concluded three-day strategic investment in public value training initiative-the Managing Change and Public Value Governance Empowerment Programme.&nbsp; &nbsp;<\/p>\n\n\n\n<p>The flagship initiative held in Durban is aimed at strengthening leadership, governance and service delivery across the public sector.<\/p>\n\n\n\n<p>The programme seeks to equip public sector leaders with the knowledge, skills, and tools required to effectively manage change, promote good governance, and create measurable public value for citizens.<\/p>\n\n\n\n<p>The Department of Public Service and Administration (DPSA), Acting Deputy Director-General, Government Services Access and Improvement, Dr Patrick Sokhela, addressed participants on the challenge of translating policy into action.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"281\" height=\"500\" src=\"https:\/\/www.dpsa.gov.za\/thepublicservant\/wp-content\/uploads\/2026\/09\/PVG-KZN2-281x500.jpg\" alt=\"\" class=\"wp-image-5628\" srcset=\"https:\/\/www.dpsa.gov.za\/thepublicservant\/wp-content\/uploads\/2026\/09\/PVG-KZN2-281x500.jpg 281w, https:\/\/www.dpsa.gov.za\/thepublicservant\/wp-content\/uploads\/2026\/09\/PVG-KZN2-169x300.jpg 169w, https:\/\/www.dpsa.gov.za\/thepublicservant\/wp-content\/uploads\/2026\/09\/PVG-KZN2-84x150.jpg 84w, https:\/\/www.dpsa.gov.za\/thepublicservant\/wp-content\/uploads\/2026\/09\/PVG-KZN2-236x420.jpg 236w, https:\/\/www.dpsa.gov.za\/thepublicservant\/wp-content\/uploads\/2026\/09\/PVG-KZN2-640x1138.jpg 640w, https:\/\/www.dpsa.gov.za\/thepublicservant\/wp-content\/uploads\/2026\/09\/PVG-KZN2-681x1211.jpg 681w, https:\/\/www.dpsa.gov.za\/thepublicservant\/wp-content\/uploads\/2026\/09\/PVG-KZN2.jpg 720w\" sizes=\"auto, (max-width: 281px) 100vw, 281px\" \/><\/figure>\n\n\n\n<p>His presentation underscored the need for coordinated implementation, strong leadership, collaborative governance, and a commitment to public value across all spheres of government.<\/p>\n\n\n\n<p>He further indicated that the programme\u2019s critical contribution to developing a capable, ethical, and developmental state, which is a government priority led by the Minister for the Public Service and Administration, Inkosi Mzamo Buthelezi.<\/p>\n\n\n\n<p>Delivering the message of support during the opening ceremony, Inaugurated Professor of Law from Kenya, Prof. Migai Akech said: \u201cthe Change and Public Value Governance Programme is shifting public administration from compliance to impact putting citizens at the centre of governance and equipping leaders to turn policy and public resources into meaningful development\u201d.<\/p>\n\n\n\n<p>\u201cBy strengthening ethical leadership, collaboration and innovation, the programme is helping build a more responsive, capable and trusted state that delivers real public value for communities. This programme represents a vital paradigm shift away from stale, technocratic silos.<\/p>\n\n\n\n<p>\u201cThe true long-term impact hinges on bridging the gap between national design and localised, high-trust operational implementation.\u201d<\/p>\n\n\n\n<p>According to the Training Advisor for Leadership and Management Development, Sally Reddy from the KwaZulu-Natal Office of the Premier, said: \u201cthe programme represents a significant investment in building capable leadership within the provincial government.<\/p>\n\n\n\n<p>\u201cThis flagship programme is building capable leaders and has the potential to be expanded across all levels of management in KwaZulu-Natal.\u201d<\/p>\n\n\n\n<p>Dr Mary Mangai from the University of Pretoria led the participants through the session on the evolution of governance from traditional public administration and new Public Management to Public Value Governance, highlighting the importance of collaboration, citizen-centred outcomes, and shared accountability in public service.<\/p>\n\n\n\n<p>Drawing on Mark Moore\u2019s Strategic Triangle, she demonstrated how successful public initiatives depend on aligning public value, legitimacy and stakeholder support and operational capacity.<\/p>\n\n\n\n<p>Through interactive discussions and practical case studies, participants applied these principles to projects in their departments and real-world challenges, strengthening their ability to design and lead initiatives that deliver meaningful outcomes, build public trust and improve service delivery through collaborative governance.<\/p>\n\n\n\n<p>Dr Ramona Baijnath from the Gauteng Department of Infrastructure Development facilitated sessions on <strong>Batho Pele: People First &#8211; Building Public Trust in Government.<\/strong><\/p>\n\n\n\n<p>The Trust Deficit = Growing Fragility. Declining public trust shifts communication from relationship-building to reputation recovery, making crises harder to contain and stakeholder relationships more fragile.<\/p>\n\n\n\n<p>Delving into the anatomy of public sector reputation with an emphasis on public perception, governance challenges, institutional capacity, historical legacy, systemic pressures and the foundations of legitimacy.<\/p>\n\n\n\n<p>Manifesting as Loss of Influence, reduced credibility, adversarial fourth estate relations, crisis amplification, lower stakeholder engagement and communication fatigue.<\/p>\n\n\n\n<p>Featuring numerous case studies both locally and globally, homing in on the role of leadership in the creation of public trust.<\/p>\n\n\n\n<p>The session focused on the nine dimensions of leadership intelligence required in our leaders including, EQ, IQ, SQ, CQ, XQ, MQ, DQ, AQ, RQ, ESGQ and the learn-it-all and know-it-all leadership mindsets. The three H model, head, heart, hands and how it translates into the core belief set for Batho Pele: \u201cWe belong, We Care, We Serve.\u201d<\/p>\n\n\n\n<p>The programme reflects a growing commitment to strengthening leadership capacity within the public service and advancing a culture of accountability, innovation, and citizen-centred governance.
