Pietermaritzburg – The drive to build a more capable, ethical, and citizen-centred public service is taking root at the local government level, with the uMsunduzi Local Municipality, in Pietermaritzburg, KZN, becoming part of a continental governance conversation championed through the leadership of the Minister for Public Service and Administration, Inkosi Mzamo Buthelezi.<\/p>\n\n\n\n
An introductory engagement held on Wednesday marked the onboarding of uMsunduzi\u2019s Senior Management Service (SMS) cohort into the Public Value Governance (PVG) programme within the African Peer Review Mechanism (APRM) governance support framework.<\/p>\n\n\n\n
The initiative, being advanced by the Department of Public Service and Administration (DPSA) in collaboration with the KwaZulu-Natal Office of the Premier and the APRM governance support architecture, represents an important extension of Minister Inkosi Mzamo Buthelezi\u2019s public-service reform agenda into the sphere of local government.<\/p>\n\n\n\n
Its approach moves beyond administrative efficiency towards a public service model that is responsive, collaborative, ethical, and outcome-based. <\/p>\n\n\n\n
The initiative also seeks to strengthen the leadership capacity of senior public servants to move beyond administrative compliance and focus on creating measurable public value and improved outcomes for its citizens, since municipalities are the immediate point of contact between citizens and the state.<\/p>\n\n\n\n
At the heart of the intervention was a proposition that has become increasingly important in contemporary public administration \u2013 namely, that government must not merely administer resources and processes; instead, it must create demonstrable public value for its citizens.<\/p>\n\n\n\n
The significance of the uMsunduzi Municipality\u2019s onboarding lies in its connection to a broader national effort to strengthen the leadership capability of the public service.<\/p>\n\n\n\n
The DPSA has been advancing the Public Value Governance approach as a means of equipping senior public servants to lead in an increasingly complex governance environment.<\/p>\n\n\n\n
The approach moves the conversation beyond conventional administrative efficiency towards a public service that is responsive, collaborative, ethical, and focused on outcomes that matter to society.<\/p>\n\n\n\n
It also recognises that capable institutions do not emerge from policy frameworks alone. Instead, they require leaders who can interpret policy, mobilise institutions, build partnerships, manage competing interests, make difficult decisions, and ultimately ensure that public resources translate into meaningful outcomes.<\/p>\n\n\n\n
This is where Minister Buthelezi\u2019s emphasis on leadership development becomes particularly relevant to local government, as municipalities represent the most immediate interface between the state and communities. <\/p>\n\n\n\n
For residents, the state is often experienced through a municipal official, service delivery, infrastructure, and the lack thereof.<\/p>\n\n\n\n
As a continental self-assessment and peer-learning platform, the African Peer Review Mechanism is intended to strengthen governance, accountability, and institutional performance.\u00a0<\/p>\n\n\n\n
Through the DPSA’s intervention, the principles underpinning this continental governance architecture are being brought into the practical environment of public administration \u2013 and this creates an important bridge between national public-service reform and local government performance.<\/p>\n\n\n\n
It also gives senior municipal officials an opportunity to situate their leadership challenges within a broader African context – learning from governance experiences beyond their own institutional boundaries while contributing to the continent\u2019s evolving understanding of effective public administration.<\/p>\n\n\n\n
According to Dr Patrick Sokhela, Acting Deputy Director General for Government Services Access and Improvement, <\/strong>the selection of uMsunduzi Local Municipality SMS cohort for the Public Value Governance Programme carried a particular significance since Pietermaritzburg is also the capital of KwaZulu-Natal and a city with a deep historical, political, cultural, and institutional significance.<\/p>\n\n\n\n That history has been intertwined with some of the defining chapters of South Africa’s development, and its present-day identity reflects the convergence of different communities, institutions, economic interests, and historical experiences. <\/p>\n\n\n\n Therefore, the APRM and Public Value Governance Programme intervention consequently presents an opportunity for the City of Pietermaritzburg senior management to interrogate its leadership and institutional practices against a broader set of governance expectations.<\/p>\n\n\n\n Welcoming the initiative on behalf of the City Manager’s Office, Senior Manager, Ms Madeleine Wankra, welcomed the onboarding and expressed appreciation for the intervention and described the municipality as hungry for leadership development.<\/p>\n\n\n\n For uMsunduzi’s SMS cohort, the programme will provide an opportunity to deepen leadership capability at a point where municipal management requires increasingly sophisticated responses to complex social, economic, and developmental pressures.<\/p>\n\n\n\n It will also create an opportunity to position Pietermaritzburg more prominently within international and continental governance conversations \u2013 and as a historic city that is ready to enter a new governance era.<\/p>\n\n\n\n And for Minister Inkosi Mzamo Buthelezi and the DPSA, this onboarding represents an important step in building a public service that is not only administratively competent, but ethical, responsive, developmental, and capable of earning public trust.<\/p>\n\n\n\n <\/p>\n","protected":false},"excerpt":{"rendered":" Pietermaritzburg – The drive to build a more capable, ethical, and citizen-centred public service is taking root at the local government level, with the uMsunduzi Local Municipality, in Pietermaritzburg, KZN, becoming part of a continental governance conversation championed through the leadership of the Minister for Public Service and Administration, Inkosi Mzamo Buthelezi.
