{"id":5490,"date":"2026-05-08T10:18:44","date_gmt":"2026-05-08T08:18:44","guid":{"rendered":"https:\/\/www.dpsa.gov.za\/thepublicservant\/?p=5490"},"modified":"2026-05-08T10:18:49","modified_gmt":"2026-05-08T08:18:49","slug":"aprm-second-ten-year-implementation-plan-envisage-africa-with-responsive-public-institutions","status":"publish","type":"post","link":"https:\/\/www.dpsa.gov.za\/thepublicservant\/2026\/05\/08\/aprm-second-ten-year-implementation-plan-envisage-africa-with-responsive-public-institutions\/","title":{"rendered":"APRM second-Ten Year Implementation Plan envisage Africa with responsive public institutions"},"content":{"rendered":"\n<p>The second-Ten Year Implementation Plan (2023-2033) of African Peer Review Mechanism (APRM) envisages the African Continent with public institutions that are more responsive and able to resolve its conflicts amicably.<\/p>\n\n\n\n<p>This was revealed by Ms. Sara Hamouda\u200b, APRM Continental Secretariat in South Africa while speaking on the 3<sup>rd<\/sup> day of the African Association for Public Administration and Management (AAPAM) 10<sup>th<\/sup> Edition Research Seminar that wrapped on Thursday in Cape Town.&nbsp;&nbsp;<\/p>\n\n\n\n<p>\u201cAs part of the African Union (AU)\u2019s Agenda 2063, our second-ten year plan envisages that every Member State attains at least middle-income status, the African Continent that is more integrated and connected with public institutions that are more responsive, the African Continent that is able to resolve conflicts amicably\u2026the Continent with values that are explicit and promoted with citizens that are empowered, and lastly, the African Continent that is a strong and influential global player,\u201d she said.&nbsp;<\/p>\n\n\n\n<p><strong>APRM Platform on Voluntary National Reviews<\/strong><\/p>\n\n\n\n<p>According to Ms. Hamouda, the APRM platform on Voluntary National Reviews (VNRs) and Agenda 2063 domestication in Africa has served as one of the most sustainable and consistent programs over the past five years. \u200b<\/p>\n\n\n\n<p>The platform supports peer-learning and knowledge sharing to strengthen national capacities of AU Member States in preparing their VNRs to be presented at the High-Level Political Forum on Sustainable Development (HLPF). It also leverages APRM reviews to support reporting on Agenda 2063 thematic areas.<\/p>\n\n\n\n<p><strong>The UN Voluntary National Review (VNR)<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The voluntary national review sets a framework for countries to track the implementation of the United Nation\u2019s Sustainable Development Goals (SDGs) at national, regional, and global levels. \u200b<\/li>\n\n\n\n<li>The (VNRs) aim to facilitate the sharing of experiences, including successes, challenges and lessons learned, with a view to accelerating the implementation of the 2030 Agenda. \u200b<\/li>\n\n\n\n<li>The VNRs also seek to strengthen policies and institutions of governments and to mobilize multi-stakeholder support and partnerships for the implementation of the Sustainable Development Goals.\u200b<\/li>\n<\/ul>\n\n\n\n<p><strong>APRM Agenda 2063 Continental Governance Program<\/strong>\u200b<\/p>\n\n\n\n<p>The APRM\u2019s Senior Continental Governance Officer outlined the following as the objectives of Agenda 2063 continental governance programme:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Capacitate African countries in enhancing overall Monitoring &amp; Evaluation of Agenda 2063 and SDG in tandem, with a special focus on governance indicators and overall eco-system,<\/li>\n\n\n\n<li>Forge agile and responsive public institutions, encourage peer-learning and benchmarking between African countries, EU, southern partners to promote sustainable development policies at continental and global platforms (HLPF and UN meetings);\u200b<\/li>\n\n\n\n<li>Institutionalise South-South and triangular cooperation programs into NDPs to implement APRM recommendations. \u200b<\/li>\n<\/ul>\n\n\n\n<p><strong>Collaborative Governance for the SDG &amp; Agenda 2063 localisation <\/strong>\u200b<\/p>\n\n\n\n<p>Ms. Hamouda said that the interlinked nature of SDGs goals, targets and indicators require coherent planning, implementation, and monitoring of the SDGs. \u200bGiven African specificities of each country, she said the district and province, local authorities have a key role to play in domestication of the goals into affirmative actions and plans.<\/p>\n\n\n\n<p><strong>UN 2030 SDG 16: Peace, Justice, and Strong institutions \u200b<\/strong><\/p>\n\n\n\n<p>The United Nation\u2019s SDG 16 aligns with the broader human rights framework by promoting societies that respect and uphold individual rights as well as the right to privacy, freedom of expression and access to information. It also provides access to justice for all and builds effective, accountable, and inclusive institutions at all levels.<\/p>\n\n\n\n<p><strong>The APRM<\/strong><\/p>\n\n\n\n<p>The APRM was established in 2003 by the African Union Heads of State and Government as a unique, voluntary instrument for promoting good governance across the continent.<\/p>\n\n\n\n<p>Its primary objective is to foster practices that contribute to political stability, robust economic growth, sustainable and inclusive development, and accelerated regional and continental integration. The APRM aims to address systemic governance and development challenges among AU Member States by promoting adherence to democratic principles, human rights, and sound socio-economic policies.\u200b<\/p>\n\n\n\n<p>A key feature of the APRM is that it is home-grown. This, as well as its voluntary nature, is important in buttressing and consolidating Africa\u2019s ownership of its development agenda. &nbsp;As an assessment and monitoring tool, the APRM can also help to track progress towards meeting regional and international development aspirations and commitments including AU\u2019s Agenda 2063 and the United Nations Sustainable Development Goals (SDGs).<\/p>\n\n\n\n<p>The African Union and the Heads of State and Government are cognisant of this and in January 2017 expanded the mandate of the Mechanism to include monitoring and evaluation of the African Union Agenda 2063 and the UN SDGs. This attests to the confidence bestowed upon the Mechanism and will contribute to the universalization of the APRM where all AU member states will become members of the APRM.\u200b<\/p>\n\n\n\n<p>Since 2017, the AU Assembly has expanded the mission of the APRM to include tracking the implementation, monitoring and evaluation of AU\u2019s Agenda 2063 and UN SDGs; developing Africa Governance Report every two years in collaboration with AGA and APSA;\u200b supporting Member States in the field of credit rating.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The second-Ten Year Implementation Plan (2023-2033) of African Peer Review Mechanism (APRM) envisages the African Continent with public institutions that are more responsive and able to resolve its conflicts amicably.
