The Department of Public Service and Administration has developed three frameworks aimed at assisting provincial departments to perform better in the delivery of services.<\/p>\n
Speaking at the National Council of Provinces Policy Debate on the MPSA Budget Vote in Cape Town today, Minister Kiviet said the three frameworks were developed through the DPSA\u2019s Office of Standards and Compliance.<\/p>\n
\u201cTo assist Provincial Departments to perform better in the delivery of services, the DPSA through the Office of Standards and Compliance has developed three frameworks\u2026framework on Minimum Public Administrations Norms and Standards and Enforcement, framework on Compliance Monitoring and a framework on Capacity and Functionality audits on Skills Systems and processes,\u201d she said.<\/p>\n
The Minister expressed her gratitude to the provincial governments of Northern Cape, Mpumalanga, KwaZulu-Natal, Eastern Cape, and Limpopo for their active contribution to developing the instruments to improve planning, accountability, and service delivery.<\/p>\n
The latest state of\u00a0public service delivery\u00a0research report by the DPSA, which followed a\u00a0Citizen-Centred\u00a0Assessment\u200b approach, pointed to inadequate\u00a0capacity support and uncoordinated citizen participation in the design,\u00a0implementation, and monitoring of service delivery across provinces and municipalities.<\/p>\n
Minister Kiviet said with the results of the \u201cAnnual Report on Compliance with Public Service Legislative and Regulatory prescripts\u201d, the DPSA has identified provincial departments that are having challenges with managing vacancy rates; recruitment and appointment of women in senior management positions; adhering to minimum public administration delegations, and the management of discipline including precautionary suspensions and misconduct cases.<\/p>\n
The reports have enabled the department to develop targeted interventions to assist KwaZulu-Natal in addressing the high number of precautionary suspensions.<\/p>\n","protected":false},"excerpt":{"rendered":"
