Purpose
Engage in supportive interventions and partnerships, which improve efficiency and effectiveness, innovative learning and knowledge-based modes and practices of services delivery in the public service.
Measurable objective
Improve service delivery through targeted interventions to selected departments and the provision of supportive frameworks and learning products.
The Service Delivery Improvement programme is divided into five sub-programmes:
- Macro-organisation of the State
- Government Internal Consulting Services
- Research, Learning and Knowledge Management
- Community Development Workers
- Centre for Public Service Innovation
Macro-organisation of the State
The objective of this component is to advice the Minister on the macro organisation of the State to improve service delivery and good governance. The component works towards the achievement of this objective by:
- Overseeing the governance and administration of public entities;
- Overseeing the macro-organisational structuring of the Public Service; and
- Conducting research and developing alternative service delivery policy frameworks and mechanisms.
Government Internal Consulting Services
The objective of the Government Internal Consulting Services is to provide targeted technical support, such as advisory services and direct interventions, to departments and provinces to improve institutional efficiency and effectiveness in service delivery. To achieve this objective, the component
- Implements cross-cutting and department-specific management and service delivery improvement projects aimed at enhancing the effectiveness of the Public Service;
- Provides strategic and policy leadership in the implementation, sustainability and accountability of Batho Pele in the Public Service, undertaking flagship projects aimed at giving effect to the Batho Pele spirit, vision, principles and practice;
- Facilitates transverse strategic and policy interventions that remove service delivery blockages and enhance the efficiency of service delivery value chains; and
- Promotes and supports the culture and practice of innovation in service delivery.
Research, Learning and Knowledge Management
The objective of the Research, Learning and Knowledge Management component is to facilitate learning, knowledge management and research in support of service delivery by transforming the public service. The component achieves its objectives through:
- Facilitating public service-wide platforms for learning and knowledge management in the Public Service;
- Generating and coordinating learning products on service delivery improvement in the Public Service;
- Promoting strategic frameworks to support the culture and practice of learning and knowledge management in the Public Service; and
- Incubating and supporting learning networks on service delivery improvement in the Public Service.
Community Development Workers
The objective of the Community Development Workers component is to facilitate the smooth coordination and implementation of the community development workers programme in the country. The component does this by:
- Facilitating the development of appropriate curricula for the CDW programme;
- Ensuring the recruitment, training and deployment of trained CDW in various municipalities;
- Facilitating the resolution of bottlenecks in service delivery, and therefore the improvement of services provided to the citizenry
- Promoting public participation to deepen democracy and good governance.
Centre for Public Service Innovation
The objective of the CPSI is to influence the work culture in government and develop an environment which supports innovation. In order to fulfil this objective the CPSI will perform the following functions:
- Provide the Minister with independent, diverse, and forward-looking advice and research, as well as partnerships that enhance public service transformation and reform through innovation;
- Create an enabling environment that nurtures, supports and encourages innovation within the structures and agencies of the South African government;
- Initiate, implement and manage self sustainable innovation projects in partnership with the private sector and other relevant stakeholders; and
- Implement special projects that are mandated by the Minister from time to time.
