Purpose

The purpose of the Governance programme is to improve governance and public administration for improved service delivery in Africa and other participating countries worldwide, in support of the vision of efficiency and increased public participation in governance, by fighting corruption and carrying out participatory monitoring.

Measurable objective

Develop and implement policies, systems and guidelines that will measure programme policy implementation, advance accountability and assure a better life for all in South Africa and the region.

There are four sub-programmes under the Governance programme:

  • Public Sector Anti-corruption
  • International and African Affairs
  • Planning, Monitoring and Evaluation
  • African Peer Review Mechanism

Public Sector Anti-Corruption

The objective of the Public Sector Anti-Corruption component is to establish and implement strategies to fight corruption and improve ethical conduct in the public service. The component seeks to achieve this objective by:

  • Facilitating the development and implementation of public sector anti-corruption policies and enhancing the public sector's capacity to fight corruption;
  • Monitoring and evaluating the national integrity framework, developing indicators, managing the corruption management information system and appraising the impact of the national anti-corruption programme;
  • Ensuring active participation in and compliance with bilateral, multilateral, regional and international agreements; and
  • Providing technical support to other African countries within the spirit and framework of the SADC Regional Anti-corruption Programme and the African Union's (AU) initiatives.

International and African Affairs

The objective of the International and African Affairs is to establish and maintain bilateral and multilateral relations on governance and public administration by implementing global and continental programmes and projects for improving governance and public administration. In order to achieve the stated objective, the component will:

  • Implement global and continental programmes and projects aimed at improving governance and public administration;
  • Facilitate information sharing and learning through facilitation of exchange visits between the DPSA and counterpart departments from other countries; and
  • Facilitate implementation of the Pan African Minister's Programme on Public Administration and Governance.

Planning, Monitoring and Evaluation

The objective of the Planning, Monitoring and Evaluation component is to manage a system for planning, monitoring and evaluating the programmes that enable the transformation of the public sector. To achieve this objective, the component will undertake the following projects:

  • Implementation of the Public Management Watch;
  • Development and publication of the Human Resource Utilisation reports;
  • Conduct impact assessment of various DPSA policies, frameworks and projects; and
  • Support Presidency in the implementation of the Government Wide Monitoring and Evaluation System (GWMES).

African Peer Review Mechanism (APRM)

The objective of the APRM is to ensures the adoption of policies, standards and practices that lead to political stability, high economic growth, sustainable development and accelerated sub-regional and continental economic integration through sharing experiences and reinforcing successful and best practice, including identifying deficiencies and assessing capacity building needs. The component will achieve this objective by:

  • Facilitating and monitoring implementation of the APRM Programme of Action;
  • Providing secretariat support to the national Focal Point and the National Governing Council and its sub-structures;
  • Preparing monitoring reports for submission to the APRM Forum of Heads of State and Government Implementation Committee (HSGIC); and
  • Sharing information with and participating in other APRM forums in the region and the continent.
