Background
The Learning and Knowledge Management Unit in the Department of Public Service and Administration
has been involved in establishing Learning Networks in various fields. A learning network is a group of
specific people who share ideas, experiences, lessons learnt and insights on a specific theme and help
each other solve problems and develop a common practice or approach to the field.
The Learning and Knowledge Management Unit is working closely with the Integrated Provincial Support
Programme Co-ordinators in various provinces. These Co-ordinators inform us of their needs for
learning sessions in the provinces. One of the fields that were identified by the Eastern Cape and is
seen as a high priority is the restructuring of welfare. It is important to share experiences and ideas
with other provinces/departments and to learn from each other.
IPSP Learning Workshop Local Service Delivery Centres

Introduction
The development of Service Centres at District level, to ensure advanced service delivery, has
become a priority for South Africa as a whole. The underlying principle is that of
implementing "One-stop-service-centres" that provide all Provincial services to the
surrounding communities within each district. Although the process is time consuming and
complex, the Eastern Cape Province has embraced the challenge and has made significant
progress in ensuring that this new format of service delivery is achieved.
Many challenges have arisen and lessons have been learnt from the implementation process,
and as a result, the Local Service Delivery Centre Steering Committee within the Eastern
Cape Province, constituted under the auspices of the IPSP, felt that this provided us with an
opportunity to share the lessons learnt to ensure a successful transformation process, in both
the Eastern Cape and nationally. Accordingly a "Information Sharing / Learning Workshop"
was held on 27 September 2001. The information contained below is a synopsis of the
presentations given by the various regions as well as a summary of the discussion that were
held.
