Some of the issues that were raised:

- Well constructed and thought out plans
- Making integrated plans work
- What leadership skills are needed to govern a unified system of public administration that will attract new partners and new thinking?
According to prof Jerry Kuye we can utilize these ideas to complement what is missing in the system.
