The Ncholo Reports, named after the previous Director-General of the Department of Public Service and Administration (DPSA), are based on a 1999 study of the state of service delivery in the provinces. The Ncholo Reports were used to formulate DPSA strategic interventions in the provinces, including the Integrated Provincial Support Programme.
