APSD report and site visits

There are two reports, viz:APSD and unannounced site visits. The two can be placed together under following introduction:

The APSD and the unannounced site visit reports are a brief summary of the activities that took place on 23 June 2005. A colloquium, hosted by the Minister of Public Service and Administration was held by various academics, commentators, policy analysts and government officials. The unannounced site visit was undertaken by some politicians and senior officials as required by Cabinet. The theme of the 2005 APSD was: “The role of the State in the Reconstruction of Africa”. The satellite linkage of various APSD venues across the country was used to stimulate debate among government leaders, academics, public servants, students and the public at large on the following sub-themes:

  • Sound Governance;
  • Aid and Development;
  • Continental Solidarity;
  • Building the Capability of the African Public Service; and
  • Administrative Justice.

Provincial reports

The other set of documents will be reports by the participating provinces. They should be placed together and the introduction should be formulated like:

Satellite linkages of the 2005 APSD were made with the Universities of Pretoria, Stellenbosch, Fort Hare, KwaZulu Natal, Limpopo, and the Bloemfheontein Telkom Centre and the discussions reflected a creative search for solutions facing the role of the state. Question and answer sessions were held with the broader public and students to reflect on the main discussions and get additional inputs. These are some of the short reports on provincial APSD events and proceedings, lessons and recommendations on how future APSDs should be improved, which should be useful in orientating interested people with the lessons learnt from the provinces that have participated.

Service delivery scripts by some members

The following is a list of different scripts written by different panel members from the different venues. It would be important to take note of the new and various ideas/input from academia and public servants in the quest to improve service delivery in South Africa and the whole Africa in general.
