Background and purpose

The Human Resource Development Strategic Framework for the Public Service, which was recently approved by Cabinet, represents yet another milestone in the continuing effort of Government to enhance performance and service delivery of the public service through its people. This ongoing process to enhance the capacity of people in the public service is set against the significant needs that exist in most of our communities for basic services which will enable them to live better lives. In the light of the existing backlogs in every dimension of public responsibility, and because of the persistent social faultlines such as poverty, crime and unemployment, enhanced service delivery has become even more important on the public policy agenda.

It is for this reason that the DPSA is launching the HRD Strategic Framework for the Public Service: Vision 2015.
